From the PDCTC website:
The Poughkeepsie-Dutchess County Transportation Council (PDCTC) serves
as the designated Metropolitan Planning Organization (MPO) for Dutchess
County. Federal regulations require that all Urbanized Areas,
metropolitan areas with over 50,000 people, be represented by a MPO,
which is responsible for ensuring that Federal transportation dollars
(highway and transit) are committed through a locally driven,
comprehensive planning process. The PDCTC has performed this function
since 1982 and carries on to this day, addressing the area’s changing
mobility needs over time. Currently, the PDCTC shares part of the Census
designated Poughkeepsie-Newburgh Urbanized Area with the Orange County
Transportation Council (OCTC) and the Ulster County Transportation
Council (UCTC). The Urbanized Area as a whole has a population of
approximately 352,000 people.
